.gm spectator was implemented which allows you to do /follow no matter the player faction (normally you can't /follow a player of a different faction even for GMs).
Be in .gm on
Do .gm spectator before actually going to the player (or teleport to a new zone, to force an update)
Now you can do /follow (so if you're trailing someone you can let the game do it :p)
This PR adds the command to Tier 1 and higher

Where i forgot to remove th
gpsandnpc nearfrom the GM values so the users never got access to the command because was being still set as GM value below in the list.
