Turns out JGit's CommitTimeRevFilter has a surprising behavior. I was able to figure this out only through the debugger.

Something is messed up because the tag 'v1.113.3' is on a commit that's not in the v1 branch. Pulling it back in to avoid this irregularity.

bazel.py ended up with two imports of 'path' that required more careful merging.
