I checked the preview and it's actually appearing before "Tutorials", which seems a bit too early in the sidebar.
Can you move it to the location you're describing? |

Summary
This moves the Local Development page to the top level (previously under "Testing"), for more visibility.
It has been added after "Demos and Architectures", so all others have been moved down in order.
