[Workers] changelog for vite plugin cross session development

Summary

This adds a changelog entry for the DevRegistry (cross dev session communication) support in Vite plugin.

Todos:

• Make sure [Workers] Multi Workers development #23122 is merged first
• Confirm the changelog date on both the filename and the metadata.
