Closes #24819 : Network Solutions link is dead
This PR updates the broken external link to Network Solutions in the Domain transfer to Cloudflare Registrar documentation. The original link returned a 410 Gone error, so it has been replaced with the current working Network Solutions support page.

Please note: this contains the fix for Issue #24821 as well, a separate PR has been opened for that.

Two notes:

• I'd remove the Workers-AI-related change from this PR so that we don't mix two different subjects. You could use the other existing PR for that purpose (removing the NS-related change from there).
• I believe the most appropriate destination page would be https://www.networksolutions.com/help/article/transfer-out-of-network-solutions, which covers transferring domains out of Network Solutions instead of to Network Solutions.
