Add mkocher to FI - VM deployment lifecycle (BOSH)

I started working on Bosh in 2013 but took a few years off. I've been back working on bosh for a while now and would like to make things official.

The script has helpfully summarized my contributions in this gist though the script can't begin to capture how deeply Bosh has warped my mind over the years. People tell me I'm crazy when I talk about how much fun it is to play What Will The Bosh Director Do every time I run bosh deploy.

Thanks so much for sticking with BOSH, and it's great to have you back in the community! I completely agree that there's something uniquely satisfying about working on a highly adopted product where you're solving real infrastructure challenges that matter to so many users. Turning it into a game is next level! 😊

The approver role typically requires having been a reviewer for at least three months, but I can see you've been active since the beginning of the year, and given your long history as a contributor, I'm OK skipping that requirement.
