chore: Add official reference token theme API support to components package

Description

Requires theming-core #126 (merged) in live to pass release.

This is part 1 of a series of improvements to bring more wholistic theming to Cloudscape. Here we are replacing the temp reference tokens with the official reference token API introduced in PR linked above.
