Format Python code with black 26.1.0 (excluding archive/ folder)

This PR updates formatting to Black 26.1.0, which introduces the stable 2026 style. Changes are formatting-only and include removal of unnecessary parentheses, consistent blank lines after imports, improved handling of # fmt: skip on one-liners, more compact multi-line string formatting, and standardized type comments.
