- aggregates maintainer invite/pending/already-member output and guard FOSSA team creation failures
- makes issue comments more concise especially if workflow is run twice
- teach the mock client/tests about team creation errors
- tack on the latest README updates for db, deploy, github-events-service, and fossa user invites
