This commit increases node CPU from 8 to 16 vCPUs to provide additional headroom. This extra capacity helps absorb the overhead introduced by the new yield in the AC pacer, which may trigger on every changefeed event cockroach/pkg/ccl/changefeedccl/event_processing.go.
