As a City Data Scientist. I want to be able to track parking violations across multiple years on the interactive dashboard. So that I can see if there are persistent parking violation hotspots across years.

DOD: The CDS can select one or more years on the dashboard to see hotspots and data trends. 
DOD: The CDS can validate that the dashboard data visuals change according to the years selected.
