Test code explicitly marked not for production deployment

The PR title explicitly states "TESTING OOM FIX (WITH HACKY WORKAROUND). DO NOT DEPLOY TO PROD." This dependency update to tester-utils v0.4.12-0.20260106130009-acd01d7c4239 is marked by the author as experimental test code with a hacky workaround that is not intended for production.
