Bump tester utils version to 0.4.13

Note

• Dependencies: Bumps github.com/codecrafters-io/tester-utils to v0.4.13; adds indirect github.com/creack/pty. Updates go.sum.
• CI/Docker: Changes docker_ci/docker-ci.sh record_fixtures to set CODECRAFTERS_RECORD_FIXTURES=true and run make test instead of a separate target.
• Makefile: Removes the record_fixtures target (now handled via env + make test).
• Tests/fixtures: Refreshes recorded fixtures (ANSI formatting, ports, timestamps, replication IDs, RDB hexdumps, temp paths) to align with the new tester-utils behavior.
