Decidimのコメントに対して、AIによるモデレーション（分析＋通報＋非表示）機能を追加するモジュールです。
LLMとのアクセスにはruby-openai gemを使っており、デフォルトではOpenAIの
gpt-4o-miniを使いますが、設定で他のモデルや他サービスのLLMも使用可能です（設定方法は普通にOpenAI.configure do 〜 endを使います）。📌 Related Issues
