This PR updates the README.md with several improvements:

codegen createcommandThese changes make the README more professional and accurate, particularly by updating the CLI example to match the recent documentation updates in PR #963.
Additionally, updated the CLA.md effective date to the current date (3/27/2024) instead of a future date (1/17/2025).
