chore: update phpstan baseline

Description
Updates the baseline. Our phpstan rules get a bit smarter by allowing argv and argc offsets, since the Superglobals class only accepts string values and these two are not.

Checklist:

• Securely signed commits
• Component(s) with PHPDoc blocks, only if necessary or adds value
• Unit testing, with >80% coverage
• User guide updated
• Conforms to style guide
