This PR addresses flaky build errors in the Android CI pipeline caused by connection timeouts to archive.apache.org.

Changes:

  1. Switch to CDN: Changed the Maven download URL in scripts/setup-workspace.sh from archive.apache.org to repo.maven.apache.org, which is CDN-backed and significantly more reliable.
  2. Robust Downloads: Added retry logic (--retry 3 --retry-all-errors) to all curl commands in scripts/setup-workspace.sh (for both JDK and Maven downloads) to handle transient network issues.
  3. CI Caching: Implemented caching for the codenameone-tools directory in .github/workflows/scripts-android.yml using actions/cache. This ensures that tools are persisted between runs, speeding up the build and reducing external dependency calls.

These changes collectively improve the stability and performance of the Android CI workflow.
