Summary

add Hetzner Cloud workspace template with network, firewall, persistent volume
add cloud-init payload to start coder agent and mount home volume
document usage and parameters

Testing

terraform fmt (not run – Terraform not installed locally)
terraform validate (not run – Terraform not installed locally)
