Move DEFAULT_REPORTING_INTERVAL_MS into Stats

- Remove DEFAULT_REPORTING_INTERVAL_MS as a constructor parameter and
  move into Stats class; refactor Stats constructors to not use
  reportingInterval as a parameter
- Remove DEBUG print statement
