context: Some root settings are now exported & imported by default. Which might cause issues when migrating into an existing site. Allow users to chose if they need root settings. For local roles, default pages, portlets

A fix for issue #270
By adding an option on the relevant export classes (localroles, portlets, default pages), we can prevent the unnecessary export/import of the portal settings.
We set the 'ignore' value to false, so we won't change the current default.
