This feedstock hasn't received an update in a few months, despite there being new releases available upstream.

This PR tries to update it to the latest release, v2.251.0:

• https://github.com/aws/sagemaker-python-sdk/releases/tag/v2.251.0

To unblock changing the sagemaker feedstock here to be a thin pass-through to this one:

• convert to noarch package passing through to sagemaker-python-sdk sagemaker-feedstock#62

This updates dependencies to match what I see in the pypi.org release for this version: https://github.com/aws/sagemaker-python-sdk/blob/v2.251.0/pyproject.toml#L33
