Add user registration, presence tracking with heartbeat/expiry, store revision counter, and actor attribution (createdBy/updatedBy) to the code cockpit store. Wire up gateway RPC handlers for user.register, user.list, presence.heartbeat, presence.list, presence.disconnect, and cockpit.revision. Bump store version to 2.
