feat: Create Jekyll site for API reference docs

For my fork it's here https://crandmck.github.io/c2pa-node-v2/

Once this lands, it will be in https://contentauth.github.io/c2pa-node-v2/

IMPORTANT: Before merging, I need to change this line in docs/_config.yml, but when I do the above URL will not display properly:

url: "https://crandmck.github.io" 

to

url: "https://contentauth.github.io"
