Upgrade Docusaurus to v3

Following this https://docusaurus.io/docs/next/migration/v3#upgrading-dependencies

But when I do npm update I get this

I'm thinking we should use the latest c2pa version, which is 0.30.16, and not the very old 0.17.9, but not sure what the implications would be.
