check stream diffs failed because powervs is missing from the stream metadata on all three streams. I'm trying to understand if/why adding proxmoxve caused this.

powervs and proxmox were missing from the stream metadata, but coreos/coreos-assembler#4162 fixed the issue.

Now, check streams diff is failing because proxmox is a new addition. this is expected.
