fix: update token lists to use cow cdn for logoURIs

First commit updates the GH action, second commit manually updates the lists.

Testing

All new links resolve correctly.

The second commit was a simple find and replace of https://raw.githubusercontent.com/cowprotocol/token-lists/main/src/public with https://files.cow.fi/token-lists.
