Added option to see Timeout and Ban mod actions in the chat feed (only visible to mods)
- Note: Due to API limitations, we currently cannot display the length of a timeout or which mod banned a given user.

Fixed scroll bug that would happen when the most recent message was deleted while the Show Mod Actions feature was enabled.
