Conversion tool improvement

Great project! This PR contains some improvements:

• Conversion/migrate tool (make tool cli accept standard 256bit digest hex string).
• add rust workspace configuration so rust analyzer + other rust tools work.
• improve make build process so later builds will update previous builds.
• update readme & correct test-net deployment info.

Hey thanks for this! I do want to mention that I'm rearchitecting this lock these days, feel free to check out #14 for progresses.

Unfortunately, some of our work overlap(e.g., Rust related part), what do you say we revisit this PR when the overhaul is done?
