Track natspec of state variables

While adding support to track natspec of state variables i noticed that the natspec of return variables was not supporting multiple return variables. Sometimes there is a "returns" field, other a "return" field, and it can also happen there are both. To support correctly all of them we give priority to "returns", then "return", otherwise an empty dict. Note that is a breaking change at the API level
