What it says on the tin. By bumping to Python 3.12 we get access to better syntax for generic types!

Note sure if it matters, but in https://github.com/csiro-coasts/emsarray/blob/drop-python-3.11/.github/workflows/release-tags.yaml. It still shows python 3.11 on line 10.

Oh good catch! It probably doesn't wouldn't matter much - apparently I've forgotten to update it every time I've bumped the Python version recently and it has still been working fine - but lets keep this up to date
