Use a message based usage formatter

Use a message based usage formatter. Reworks the usage formatter to be useful too. Does change the json structure significantly.

Contributes towards #3001.

In its previous state the formater doesn't seem useful. So I'm okay with making this a breaking change. Should this give you particular problems, please create a new issue.
