This branch did not solve the 2x invocation slowliness by switching to the static delegate compilation for #468.
Plus, it introduced a massive regression for the Compilation speed, where FEC now is only 1.5 times faster than
Compile.I am creating the PR to cherry peek some fixes (not related to the #468) and review the regression later
