This PR adds support for exporting the Kafka broker configuration value inter.broker.protocol.version as a Prometheus metric.
This metric helps users monitor the Kafka protocol version running on each broker, similar to the information shown in Kafka UI tools. It is especially useful in mixed-version clusters or during upgrades, where version visibility is critical for compatibility and debugging.
