Integrate package:typed_sql with a preliminary schema and minimal test.

• continued re-implementation of Initial migration of task backend to typed_sql #8784
• build dependency in override until the new typed_sql is released, otherwise compatible with it.
• also upgrading pkg/api_builder to new dependencies
• minimal test to verify that the generated classes are indeed working (not yet intended as implementation of the task backend)
