criTRia page (#328)

## Description

The goal of this PR is to add the criTRia data to the STRchive website.

See also #330 for additional changes that weren't implemented in this
PR.

## Major Changes

- [x] Script to import data from Macayla's spreadsheets
    - [x] Basic version
    - [x] Update to include more detail once I figure out what I need
    - [x] Import all the data

- [x] Create a criTRia "landing page"
    - [x] Link to the SOP PDF
    - [x] Summary table of curations

- [x] Detailed pages for each locus-disease association (linked from
summary table)

Integration with the rest of STRchive
- [x] Add link to criTRia in the page header/banner area
