feat(query): Vector index support filter pushdown

Summary

This PR introduces filter pushdown support for vector indexes, significantly improving query performance by implementing a new optimizer rule, RulePushDownSortFilterScan, which pushes filters based solely on distance functions calculated on vector columns down to the storage layer for efficient block-level filtering.
