[ENG-3021]: Add memgraph subchart

Summary

• Add memgraph subchart for graph database deployment
• StatefulSet with init container for permissions (chown 101:103)
• PVC for persistent storage (default 50Gi)
• ClusterIP service on port 7687 (Bolt protocol)
• Chart version bumped to 0.10.43

Test plan

• Verify chart linting passes
• Deploy to EVRi after merge via cloud-infra PR
