.dockerignore needed several updates. Even if COPY or ADD doesnt reference files, files that are not ignored by .dockerignore are copied into buildcontext
Also, for local builds, skipped provenance that embeds info that include timestamps causing rebuilds to always change images due to updated timestamps in provenance metadata.
