Introduces a new API design document we can use for the search service. It includes the API design for the new Index Policy API we will use to configure which resources in the platform are indexed and made available for searching. Closes #5

@JoseSzycho updated the design to clarify that supporting filtering / facets in the index policy is forward looking to align with the search API design in #13. These features are for more advanced use-cases we shouldn't need for the initial release. |
