oven/bun upgraded from Debian 12 (Bookworm) to Debian 13 (Trixie) between versions 1.2.17 → 1.3.9.

Debian 12 has adduser/addgroup, but Debian 13 does not. So I replaced these with the POSIX ones groupadd/useradd.

@kevwilliams Just to let you know, the last time we upgraded the Bun version, it broke our OTEL system and made the portal inaccessible. It only happened in the production build.

Can we make sure this doesn’t happen again?

@gaghan430 Do you have an incident or a fix for when that happened last time so I can explore the same paths? The production build succeeds as expected and everything runs locally. Sounds like a good candidate for us to wrap in some tests to ensure that functionality doesnt degrade.

Unfortunately, we didn’t have proper incident management in place at that time. However, I believe the issue occurred around this period, and since then we’ve continued using version 1.2.17.

I've created a dashboard in staging grafana with some of the metrics from the staff portal pods. I will monitor this after we merge and make sure metrics are still continuing to flow in with no crashes/errors.
