Microbatch timezone docs

What are you changing in this pull request and why?

This PR adds dbt microbatch timezone behavior and source timestamp requirements (related Slack thread: here).

Specifically, I've updated the incremental-microbatch.md page to:

• Clarify that dbt microbatch computes batch boundaries based on the system's local timezone.
• Explain that the event_time column should be stored as a timezone-aware timestamp for expected behavior.
• Provide guidance and workarounds for handling timezone-naive source timestamps.

Checklist

• The changes in this PR meet the docs style guide/fundamentals required for all content.
• Need to verify what is intentional and what we will change with the Core team.
