1. The advocate presents the proposal template contents during a working group meeting and receives initial feedback.
1. When the method meets the criteria outlined in the table below, the advocate schedules the first deep dive with the working group chairs during a regular meeting.

I'm inclined to specify the second deep dive as the deadline to have all criteria met rather than the first deep dive. I think it's OK to have a first deep dive without all criteria met. In some cases, I also think it's OK for some criteria not to be met after deep dive two. There may be certain DID Methods where a given criteria isn't relevant (e.g., writing a driver for the Universal Resolver is difficult/not super relevant for did:peer). It's entirely possible that the group will vote to give Recommended Status to a DID Method that doesn't meet all criteria.
