something I changed is adding padding to stuff, and I have no clue why. gotta take a break from this madness

Major changes

• Updated Python dependencies
• Updated Node dependencies (keeping React at 18, Next at 14 and not focussing on CSS-related libraries because of pending tailwindification)
• Replaced eslint and stylelint with Biome (with rules disabled that were triggering errors, pending later PR)
• Removed next-pwa

Minor changes

• Replace isNAN with Number.isNAN
• Renamed useTranslation to getTranslation
• Fixed percentToString to not return NaN
• Increased navigation selector weight to fix css ordering bug
