This bumps to the latest version of the spotless plugin. As part of this, the buildSrc language level needs to be set to Java 17 given that spotless has requirement on Java 17+ now. There should be some potential performance improvements with this bump, as spotless has bumped the minimum gradle version from 7.3 to 8.1 and has made some improvements to how they configure the spotless tasks.
