[docker] Upgrade to cuda 12.9

Brief description of what this PR is about

This PR upgrade docker to cuda 12.9

• Upgrade base image to cuda 12.9
• Upgrade cuda-compat to 12.9. Do not pin cuda-compat because cuda-compat-12-9 doesn't have the problem described in [0.33.0-dlc][docker] Pin cuda-compat-12-8 to 570.148.08-0ubuntu1 #2842
• Nightly passed https://github.com/deepjavalibrary/djl-serving/actions/runs/21695228823
