Unit Tests and/or Case Tests for my changes

  • Change elecstate_print_test,remove the get_ucell_omega,get_ucell_tpiba in the test

What's changed?

  • Remove GlobalC:;ucell in the module_elecstate
  • Remove GlobalC::ucell in rmdft
  • Remove GlobalC::ucell in dftu/dftu_tools.cpp
  • Remove GlobalC::ucell in pwdft,and lcaodft which contain the elecstate
