Two new tests (event_local_window_open_oldvalue.html, event_session_window_open_scope.html) use window.open() which Deno doesn't support, causing the WPT runner to hang indefinitely. Also adds passing expectations for new quota tests and updates storage_session_setitem_quotaexceedederr which now passes. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
