Update to net 5.0

• Updated all to dotnet 5.
• tools cert csr* commands will now print out public and private key or export those with --out-file-pub and --out-file-private. --out-file has been changed to --out-file-csr
• fixed issue in tools jwt. It wasn't working on non windows machines. Also removed some dependencies.
