Draft docs outlining steps for ingestion of items into pgSTAC. This approach is meant to be a way to establish fixtures at a smaller scale, but does not replace the need for a dedicated ingestion system or authorized transactions endpoint. It is also less suitable in deployments that leverage drift detection, such as those administered by ArgoCD.
