The Lambda deployment is broken with what appears to be a botocore/boto3 change in the 3.10 runtime environment. To insulate us from this possibility I am upgrading to the Python 3.12 runtime and applying the same boto3/botocore/aiobotocore constraints that we added in developmentseed/titiler-cmr#73.
